Static Site To WordPress

Looking to convert site from static html to wordpress with all features.

Site has / products / articles / reviews / ads /
We need to be able to rearrange the sorting of the products however we want. So if we decide to move a product review above another this needs to be simple.
1. Expecting to see layout designs first.
a. needs to be theme and widget friendly.
b. open to buying a theme that has good layout. (you would install)
2. Then you would install the empty theme to test.
3. Then install all plugins needed.
a. includes all contact/product/comment/seo/aff plugins
4. Program and test all contact forms/and backend.
5. Finally transfer all existing data from old site to new.
