Xml And Portal Automation

We have a webform where the customer goes and selects his/her desired subscription. They pay by paypal or ideal (dutch payment method). After this, we need the following to be done.
Old situation:
We receive by mail that someone has purchased a subscription and we manually add them to the database, so it gets activated.
New situation:
After we receive an email from either paypal or ideal, the script should be automaticly triggerd to send a XML message to our database.
We have the script ready, you just have to fix it.
