Convert 1 Psd To WordPress

The project is to convert this PSD to a WordPress theme:

There will be only one template needed. The homepage will be the first
page, no separate templates should be built for other pages. All
content should load into this one PSD, in the white rectangle.
If content is too large to fit in the white rectangle, the two arrow
buttons should appear in the top right corner of the white rectangle,
and should enable scrolling functionality in the white rectangle.
There should be support for images and html in the pages.
Pages that are added in the admin should be automatically added to the
top of the white rectangle.

The site should be 990 px wide, and should always be centered against
a black background. XHTML/CSS valid.
