I can usually provide instructions in the form of a PDF if needed for any of the Web 2.0 properties you may not be familiar with. however if you have done one it is pretty straight forward. Though experience with the main ones like WordPress, Squidoo, Hubpages, and Wet Paint would be helpful.

We are starting a promotion for a not-for-profit organisation, where users will vote on the best video representing “small change for real change”.

Registered Users can send the link to a video they have uploaded to YouTube.
The video must have been uploaded to YouTube within the last 3 months.
The videos must be visible on the website with the Users name and number of votes so far.
The promotion must be in english.

Users can only upload videos if they have registered with the website.
Users must be registered to vote.
Users can “refer” friends and the referral must be able to be tracked (to win secondary prize)

Website administrator must have the following information:

How many videos and which videos have been uploaded with dates
No. of hits per video per day
No. of votes by registered users
Track which user voted for which video
Users can vote only one time per video.

Bidders must specify detailed solution and time frame.

Payment will be 100% escrow payable upon completion.

Plz notice that they says the Time Admin made 1-3 and 98-100 disable to prevent spamming votes considering those rates are biased so you should make the voting rank max 97 and minimum 3
