WordPress Upgrade & Migration

I need to have my current blog at http://budurl.com/9gf9 :
- upgraded to latest wordpress version
- all data, posts, urls, etc migrated into new system
- current wp theme implemented on new system
Its extremely important for me to maintain all existing permalinks/page urls/etc…
Please only bid if you have EXTENSIVE experience with wordpress, migration, and re-skinning.
Need quick turnaround…
