I want to create a webpage that uses a ‘spotlight effect’. Please see the following similar sites for how the spotlight effect may work:

I want to add a form and hyperlink text to the page (infront of the background image), but I cant make the form or hyperlink text clickable. I need somebody who can make the form and hyperlink text work (clickable) when the spotlight effect is applied.
I have attached a picture to give you an idea of what I need.
Also, I need the effect to work for the following browsers: IE 7, IE 8, IE 9, Firefox 3.x, Firefox 4 and Chrome. Note that the sample spotlight effect sites listed above do not work on all of the browsers listed.
Finally, I do not need any backend work done. I am only interested in getting the front end user interface working.
