Joomla/cbsubs And Sipx Mashu 2

Please, DO NOT BID unless you are 100% familiar with BOTH components. Almost everything I have ever posted gets blind bids from people saying they know this, until we start talking details.

Note; I wish to retain ANY/ALL code and fill proprietary use of this project. Please take this into account if you need to.

The project requirement is a mashup between sipxecs and joomla using CBSUBS installed as the accounting method. Sipxecs supports a SOAP API;

I am NOT allowing access to my servers anymore. You can download sipxecs and joomla, develop what I need then simply send me what I will need. I do not want a joomla module which will constantly need updates, a script solution would be just fine, running as a cron task.

Required;

-Users are initially created on the joomla server by support person and put into a certain subscription.

-Users are simultaneously created in sipxecs along with options for that particular subscription.
This could be done every few minutes and does not have to be real time.

-Users can change the features and options that they wish, from joomla, which would then be updated on sipx. This of course needs to update the users bill, pro-rating if required for end of month. Users pay their month bill on joomla.

-Basics such as, if user doesn’t pay bill, warnings are sent, then a suspension until paid. Suspension means suspending user access on sipxecs, not joomla.

-User can end their subscription but only an admin can delete an account.

-If small business or multiple users who wish to have extension capabilities, option of having extensions/group.

-Users control their settings via wrapper on joomla to sipxecs. When user logs into joomla then uses wrapper to edit settings, user does not have to log in twice.

-Any other features/functions that you might be able to offer, please suggest them.

Again, I do not wish to hire someone who has no experience at this or first time, no feedback bids.
