Need a simple picture gallery site w/membership

Basically it will have

1. User/registration/login
2. each user will have picture upload their own photos
3. each user will be able to send messages to each other
4. to become a member, you must subscribe via paypal.
5. basic admin with add/edit/delete functionalities

I will provide design. Very simple layout.

Budget of $100 or less =)

What i would be looking for is something like the scrolling gallery on this site:

The pictures on the front page are a gallery, if you put your mouse over them you will see text appear and if you click, you will see that the pictures scroll.

what i would like is:

something similar to that gallery but with these changes:

An arrow on each side of the gallery to allow the users to speed up scrolling or go back

for the text to appear all the time not just when the user puts their mouse over the gallery

that the gallery would stop scrolling when the user puts their mouse over a picture. and a pop up near their cursor saying “Click for More Information”

that the user could click on a photo and be redirected to a page for more info.

Looking for a programmer to add a scrolling picture gallery to our site to replace an older one.

The Gallery must move slowly through the pictures.
but it must allow the user to speed it up or slow it down or go backwards

The pictures must be clickable, to send the user to a page associated with the pic.

each picture must have a text overlay on the bottom explianing what it is.

adding pictures and editing the text overlays must be editable through a wordpress back end editor.

Please forward an example of what you can do.

General idea
Photographers can sign up and make an account, Upload there pictures in high quality at once.
Visitors can see pics in low quality and donwload them in high quality on paying a small fee on sms

Detail
Photographer
Can make a free account
Their adress to visitors would be www.mydomain.com/accountname
In backoffice they can
make category’s-> Should be possible to give a name and keywords
Upload pictures in bulk per category
Should automaticly make small, low quality version of the pic to show in front office

Visitor
Can search on the keywords
or go to direct link of the photgrapher
Browe pictures on low quality
When they want to download.. they get message on screen . .

They get a message on the site to send an sms (example send “pic 02255″ to 0000) the nr 02255 should be the numeric part of the picturename. Beneat this message should be the possibility to fill in the answer of the message (below)

In return visitor gets a confirmationmessage with a number ,this number should be a calculation of the nr they sended.. If they type in this nr the picture will be downloaded to their computer.

THe sms part is not important for u.. i will arrange that.
Only must it pe possible to put the way of calculation in the system.. for confirmation..

so EXAMPLE

Visitor wants to download picture DCS02255
He clicks download picture
Message appears send “pic 02255″ to 0000 for code
Visitor sends this sms
Response would be type in 6514 (formula used 2255*13/9*2)
visitor types 6514 ok

and can download the picture

Again the sms part is not to be integrated in the site..
Only site needs to identify correct response (by checking formula)
