I want the existing images to depict a flashing neon sign. The images I have right now need to be edited so that it appears like a flashing neon sign. With a glow like affect.

I have to recreate 6 images that depict a flashing neon sign. The images I have right now need to be recreated or edited so that the neon sign affect looks more polished.

I cannot use gifs, only high quality jpg & pngs

So for the open Now image there needs to be two versions , one light and one dark, so when the are layered they produce a giff like effect of an open now sign.
