On the site Classified Pets DOTORG, I have a number of subpages for each state. For example “Pet Classifieds Wyoming.” There are 52 state subpages total and I would like each of the state subpages to be ranked in the top 2 or 3 on google for people searching in that state.

The internal SEO is already done. Title, H1, and URLs are set, I just need offsite seo for these state subpages.

I have someone already working on general site SEO, so I don’t need proposals for that. Subpages only. I delete most canned responses.
