Filemaker Database Update

Hello, I’m looking for specific design & functionality updates to a custom law enforcement reporting database (designed in FM 9). 25 Users create reports (Standard Incident Reports, BIA Serious Incident Reports) each with its own custom report layouts. These Users have custom permission sets. i.e. Users cannot view each others reports, Supervisors can view all, Captains can make changes and delete records.
The solution runs on a Windows environment hosted by Filemaker Advanced Server 10 solution. Disable startup script from file options this will unlock status area and layout browsing.
