Need Help With Some Php Or Css – Memorial Website

We ran into a little issue on our memorial website we are building and need some help. I can only pay $20 so if you can take a look and see if it’s worth it or not.

We are using a script to allow users to post comments. They use CSS of course and I am not good with that. You can split up the coding (can be Java or PHP) to post on your page.

Finishing Up A Website

It is memorial website similar to gonetoosoon.org
The signup section is complete as well as the creation of new memorials. What I need is a section to upload new photos, a page to display the memorial, a few pages to display content such as all the deceased for the day. A way for logged in users to add their comments and such as well as light a candle or leave a gift. This is all simple work. The candle writing is simply a text file that needs to be written in the folder candle as well as gifts. And the memorial page is simply take the content from the folder that everything is kept in and properly displaying it. I would do it myself but I have other projects which I urgently need to get started on so I am passing the rest of this project off to someone else.

Please give an accurate estimate of the cost. The budget is extremely low, but I need a realistic idea of the cost to do everything listed. A website template will be provided for the layout. Only functionality is needed. Programming language used will be your choice based on speed, efficiency, and ease of modification (by me).

Description:
Memorial/Obituary Site
- Myspace-like
- users sign up for a page w/ a personalized URL [www.website.com/mmartin006] that user can choose
- admin-controllable option for accepting payments
- accepts payments from Paypal.com and/or Authorize.net
- ability to upload photos
- ability to embed Youtube, Google, etc. videos
- simple guestbook on pages [similar to a comments section at the bottom]

Page Input Info
[once page is setup, it should be editable from both user's account page and Site Administrator page]
- Name
- Birthdate
- Date of death
- Hometown
- Obituary
- Funeral Info
- Wake info & address
- Burial Info & address
- Photos [photo upload - multiple upload function - 1 main photo & 10-20 photo gallery limit]
- Videos [video embed code input - 2 video limit]
- Guestbook [guestbook entries should be editable from users's account page - edit/delete]

Site Administrator page
- Add/remove accounts [ability to manually create or delete accounts]
- ability to change photo upload limit
- ability to set file size and file dimension limitations [only allow uploading of JPEGs and GIFs]
- ability to change video limit
- ability to turn on or off payments
- ability to edit users’ guestbook entries
*Basically the ability to fully edit any users’ page content
- ability to add/modify Funeral Home accounts, re-billing, etc.
- ability to restrict access to select accounts and funeral home accounts

Funeral Home accounts
- similar to Site Admin account
- 1 central account that can add/remove sub-accounts[pages under that account]
- pages will be same as normal pages, but will have the funeral homes’ name on the pages

Elements Needed for Homepage:
User Login:
- User Name
- Password

Search form(s):
- Database needs to be searchable by name, date of death, date of birth, funeral home, and/or cemetery.

Want some of the functionality similar to these sites. Not complete copies, but I would like to borrow some ideas from them along with what I listed in the project description.

a client has approached me to clone this site: http://www.christianmemorials.com/. he wants all the same functions, including the affiliate program. also each memorial must be given its own subdomain.
