I am looking for a web designer to make a website where users/visitors can upload pictures and users/visitors can vote/rate and make comments on the uploads.

I would like to start up a new site that is dynamic and interactive.

First of all, users would be able to upload photos and videos to the site and other users can comment.

All uploads/comment will be shown on the same (index) page by thumbnail.

All entries will be arranged accordingly to categories.

And the index page will have to refresh itself so to update new uploads/comments.
