Need to get a word press theme set up on a server for a new website. Add header, and some other html. I need to be able to update and make revisions to website once it’s created.

We need a website ASAP. The users of our website should be able to add words which should be shown then alphabetically arranged on our associated website.
our users should also be able to leave comments which should be shown after on our websites. we want to add a button which allows our users to vote for the words they like most. for this the users should be able to choose from a list with all of our existing words. and we need a site for the voting results.
