Joomla Site Not Installing Any Component Please Help

I’m in need of a urgent fix on a website that isn’t accepting any new installation via the administrator login. The site has been moved recently so there might be an issue with permissions of the server files. Understanding of server configurations and file permissions are necessary. This should be a 1-2 hour quick fix. Budget is $20.
