Pic From 255 Colors To 4 Color

I believe this will be a very quick project for someone with graphic experience. I am trying to upload a .jpg file to iprint(dot)com to place on a car sign and it keeps telling me that there are too many colors (255) and they can only accept 4 colors. I am sure it is because of the shading.
I want the color to be Navy Blue.

I need the color in the attached image corrected. There is a yellowish shade to it from the lighting I would like that removed without effecting the rest of the image.
