I want to create a website about Cheap Air Tickets/Airline Newsletters like www[dot]fly[dot]gr . I do not want a clone of this site, but the general idea is the same.

In this site I will post all airline offers/newsletters.
On the left there is a list with last offers/post titles, in the first page there is also a list with the last offers with more detail. When user clicks one of them, a detail page with the full offer/post opens. On the Right there will be place for banners (html and flash affiliate banners, and google adsense ads) with with 160pixels. I will add the banners. Left Column must be 160pixels width too.

I want on the top of the page [Add you email to receive our newsletter with all offers] textbox, so users can register to receive my newsletter.

Colors must be blue/sky colors. Nice design is important (the website itself has no difficulty). I want to see your portfolio projects. If you have similar projects it is a plus)

As I know, there should be a free access to that database provided by airlines themselves, but I can’t find it.
Can anyone perform that kind of job and how much would it cost?

So you made a HTML Form for getting apt departure name, apt arrive name, departure date and so on

When you submit form you must get flight details (price,departure time, arrive time and so on)

if you made a good work i can think to made a “long term” partnership with you.

Any Open Source program you are comfortable with will be fine so far as it achieves it’s goal.
