I need a new site created similar to elance but with some customisation.

I need member profiles to be able to upload their portfolio with images. I also need it so that jobs are FREE to post (no commissions). However, I need it customised so that jobs can’t be seen by the public. They can only be viewed by members/freelancers who have a portfolio. It costs them to have a portfolio (which needs to be paid through the PayPal system monthly or annually on a subscription basis).

So once they have created a portfolio as a freelancer they get emailed log in details automatically so that they can log in with a user name and password to view the jobs, which needs to be renamed the

I need a new field where users can add advices. These advices can be judged with “I like” or “I dislike” and numbers of each answer with facebook style.

9. members can accept project through link within email or by login to site
10. Visitors can see all projects available, but only logged in members can see prices or button to accept projects
11. members will upload files when finished, and buyers or admin can download
12. buyers click to approve of finished files, in admin it shows buyer has approved
13. email notifications for everything, when project posted, when project accepted, when project is finished, when member uploads files, etc
