Convert Map Shp Files To Svg Graphs With Script Provided

For programmer with GIS experience. Take the python script provided (from http://tinyurl.com/ct2ohqw) and convert GIS shape files from from naturalearthdata.com, specifically this file:
ne_10m_admin_1_states_provinces_shp.shp
and generate SVG graphs of large countries like Russia and Canada
The output will be javascript/jquery generated SVG graph of Russia with state boundaries like the USA map shown here
