Web Page + Css Setup From .psd File.

I have a web home page designed in Photoshop CS5 and need the CSS & HTML setup. Attached is a pdf showing the static design. I want the top links background color to change to the lighter blue used in the 5 service icons for the over state. I need the middle portion above the “RELAx and just under the truck shadow to be one lager slice. I plan on using that area as a rotating banner or flash.
