Subscribe Scroll Anchorpoint Popup On Oscommerce.

I have oscommerce website.
I need scroll checkpoint like below:

I don’t need all of them, I just need subscribe newsletter one so people take notice. I am yet to decide from which side it will popout.
I need popup like this when people come to my site and scroll down. Just need this in front page & in “Gallery Page” 2 pages.
I need function to be able to turn this on and off from backend too.
