Number & Thank New Twitter Followers

I need a script that will apply a sequential number to new Twitter followers, in the order that they follow, and automatically send a Twitter message (Tweet) that looks like this:
“Thank you, ‘username’ for being follower #124!”
My guess is that this project may require setting up some kind of storage at a separate website, then sending the (Tweet) directly from there.
