Need Seo Expert For Local Campaign

I’m looking for an SEO expert to take over link building for a new local SEO campaign. This campaign is for a local restaurant and will be trying to achieve first position ranking for one keyword in both organic and Google Places search results.
Biggest focus in this project: QUALITY over QUANTITY.
I’m looking for quality, high-PR links from a variety of different sources. Quantity is NOT a main priority (I don’t care if you can send me 1,000 backlinks… I don’t want them).
