Create/edit/copy A Xlm Configuration File On A Webpage

We have a simple program which is configured by a XML file .
For that we need a webpage to configuring our device by creating the XML file.
It should be possible for the user to create/edit a user account with some data.
There should be a special administration account from where we can administrate each customer.
After the customer has bought a license from us we create a software key which is placed in the XML file.
