Tradestation Eld Decompiler Software Program Needed

I need a Windows based application XP/ windows 7 that will recover/decompile Tradestation .ELD token files into plain text output format.
The application can be written in any language, though it must run on Windows XP./ windows 7.
A very basic soft is required with just a couple of controls. One to select the ELD file and one to start the process.
The the output will be one or more plain text files which will display the text from each of the token files contained in the ELD.
