Need Cascading Menu W/ Control Panel Today

I need a cascading vertical menu with blue 3d colors installed. There must be a simple control panel where i can add the link for the menu or submenu and beable to specify which frame in my page the link opens in. I should also beable to add a new category and specify what subcategory goes under what category. this must be done today
