Database Synchronization

Require help to develope a many slaves to 1 Master database synchronization framework.
Realtime and batch update.
Master database will be Postgres or MySql.
Slave database will be msacces or nexusdb( more than 100)
Synchronization will be two ways.
Language preference is Delphi or C++.
Serious bidder only. Bidder will need to submit proposal on framework design.
