Facebook App

I need a custom Facebook app. It will need to do the following:
1- Allow me to create multiple RSS feeds to parse at different intervals.
2- Read RSS feed and parse title, url, image, description summary and add custom text & links
3- Allow me to select facebook users and request permission to post this feed to their profile, as the user.
