C++ Launchy Type Of Clone

I need someone to develop a program similar to “Launchy”.
It must be built ONLY for 64-bit versions of Windows 7, Windows 8, and Windows Vista. No 32-bit support allowed. It must be built using Visual Studio 2010 with SP1 in C++.
It must have the following user-changable settings:
- always on top
- Index Locations
- hot key
