Our WordPress Site Was Causing Performance Problems

Our wordpress website was de-activated for causing performance problems. it is a large site with a lot of local traffic. we have guidance on what to do, we need help ASAP in order to do what needs to be done to get it restored. We have cPanel, phpMyAdmin and FTP access to the site, it is just not online.
