Need A Programmer To Automate A Setup Using 2 Windows Progs

I need an experienced programmer with C++/C or Delphi to write a simple Windows program to automate the setup of tunneling process which uses 2 open source programs ( Putty and stunnel). The source codes are freely available for these 2 programs on their official websites. More details you will get on the attached file.
The tunneling process involves combining the 2 applications to create a secure tunnel but it is quite lengthy and I would like a windows program to get this whole process…
