Legal Document Parser / Enhancer

We are seeking a program as follows — it could be written in PHP or another language of the author’s choosing:
1) The script will take as input a legal document in HTML or PDF format. The document will be uploaded on the web. If a PDF file is uploaded, the program would use off-the-shelf code to convert the PDF to something that can be parsed and ultimately presented. A typical legal document looks like this:
