Service Provider Rating WordPress Plugin

The plugin should provide shortcodes for use on pages.
Using shortcodes on pages, it should be possible to provide:
A site that allowes customers to hire service providers by requesting quotes, and looking at teir ratings.
Service providers should be able to log on and post quotes.
When a service provider signs up, he should be able to add his pictures, address and geogrphics areas serviced, and specific services offered (ie painting, plumbling, etc.)
