Configure Ffmpeg – Centralize Conversion

REQUIREMENTS
FFMPEG, FFMPEG-PHP, Mencoder, MPlayer, flvtool2 is on the site, not sure they are installed correctly. All may need to be reinstalled and configured.
1. Setup a central interface to accept uploaded the video, pass it to FFMPEG and its dependencies so file is converted to .flv, then passed back to the page that uploaded it. Many subdomains on the server will be uploading video, so make this central.
