PLEASE READ THE DESCRIPTION BEFORE BIDDING

I am looking for a serious programmer that can take a photoshop file that I have created and make it in to an WordPress Theme, I need it to be in the new wordpress 3.2.1.

THIS PROJECT NEEDS TO BE DONE BY 12/13/2011, If you can not complete by that date then do not bid on this project.

Please also looking for a programmer that understands english very good and can write it correctly also.
