Online Website Builder

I am looking to create a website builder online that will allow users to purchase a domain name, proceed to the design interface, pick a template from a category of their choice, design and publish their website. They will be billed a monthly fee based on their chosen package. I will provide the winning bidder with a Website Wizard which can, hopefully, be integrated into the online website building tool.
