Drop Down Menu Over An Iframed Page

Hello,
have a page where top 10% are drop down menus . the lower 90% of the page is an iframe. I need the drop down menu of parent page to float over the iframe.

This should be able to be completed with iframes and css.
must be able to complete the task in 1 day.
