Fix Html Css Cross Browser Issues And Other Minor Code Mods

I have a site that is almost complete. I have some minor issues to address.
A couple of IE problems – image not displaying, text alignment is off.
On a form, the submit button is a graphic- I need a hover/rollover effect added.
I need some tool tips added when mousing over text.
I have a nyromodal window that is cutting off part of an image that needs fixed.
I’m looking for an experienced front end developer that knows what their doing and wont waste time getting it done. I need a quick turn around on this.
Budget is low – these should be easy fixes for an experienced front end coder.
