I need a SoundCloud Clone.

Requirements:
* programmed mainly in php 4 (5 when needed)
* no template system
* no frameworks
Basically I want just good old fashioned php, html, css and javascript or ajax when needed. Just header and footer files and everything in between. It should be a script meant to be extended by a php programmer and not meant for modular use by non-programmers (we don’t need another wordpress).
The finished product must include all user and necessary administration interfaces.
Just basic and clean design is needed.
Please bid what it will take to get the job done right. Please do not bid unless you have good credentials and experience.
