Video Chat Program – Chatroulette.com Clone

I am looking for a developer to buid a clone of the site chatroulette.com. This is a live video chat site that connects the user with another random user for video and/or audio chat.
The site should use the best techniques to reduce bandwidth.
The site must be able to work in multiple languages, including Chinese.
I am a web developer, with more work than I can handle. Success with this project will lead to additional work. I am a 10 star rated employer.
