Joomla 1.5 Layout

I need some to create me a custom joomla 1.5 layout with collapsible module positions. I need everything coded just like the attachment with all css properly commented.
I only want a tableless XHTML W3C design and the subscribe portion laid out in css according to the attachment. The menu will need to be dropdown. I just want the layout done, we will add the content once it is ready. I will need to see a preview on your server and the ability to test functionality before the project is considered complete. Should be easy for a Joomla expert.
