Word Press Blog Modifications

Im looking for an advance wordpress developer to change the layout of my client’s blog. the work will involve around making some custom modifications to the code. So only bid if you have done some custom wordpress coding and have good experience with it.
the following is the tasks.
1. change home page layout which involves custom thumbnailing of blog post images(major task)
2. minor text and graphic modification(minor task) on inner pages.
my client is concerned about precision work, detailing for his layout. The layout will be provided in PSD. The blog is in arabic. but translation help will be provided.
