Auto Rar Files Then Upload And Send Upload Links

Well what we basically need is a script with high speed (php or not) that can compress (.rar) folder that downloded from torrent (set before) . for example i set all my files come at this folder : c:/…/download/
then script compress each folder and delete folder after compress
…
Then, the script needs to auto upload the downloaded files to filehosts like Fileserver and filesonic , wupload , bitshare , uploadstation
and send me links of upload
my server upload speed with ftp is more than 15Mb but when i use rapileech speed is 300KB
so important : speed on this process is so important
I need a estimate of time you would take to complete the script, your best price and what all additional features you can provide.
