Bulk Email Professional

Please read the project description and then bid.
We have a VPS configured for Bulk Email sending. all common settings such as MX, SPF, DKIM Proxy and etc… are set and correct.
The problem is emails in Hotmail and Outlook go to Junk folder. we are ok with other email providers (Yahoo, Gmail and etc)
The previous programmer did a great job but can not solve the problem and all emails from our IP/Domain go to Junk in Hotmail.
Please provide a brief about your solution in PMB as we want to know if you are capable of resolving the problem or not.
