Postgresql Connectivity Issue

I’m running PostgreSQL 8.3. I rebooted the server yesterday and PostgreSQL did not start. I attempted to start in WHM and while it says it is starting it does not. I have no idea why as it worked perfect before the reboot. This project is only to do the following.

Fix postgreSQL issue that is keeping it from starting and make sure it is again connecting to the search form. Currently I see messages on the web page like this:

A Database Error Occurred
Unable to connect to your database server using the provided settings.

Or like this:

Warning: pg_connect() [function.pg-connect]: Unable to connect to PostgreSQL server: could not connect to server: Connection refused Is the server running on host “localhost” and accepting TCP/IP connections on port 5432? in /home/search/public_html/m/db.php on line 11

Warning: pg_last_error(): supplied argument is not a valid PostgreSQL link resource in /home/search/public_html/m/db.php on line 14

Fatal error: Call to undefined function show() in /home/search/public_html/m/db.php on line 15
