Auto Insurance Search Engine

I need a simple script that will mimic the finding of cheap flights as seen on this site http://www.expedia.co.nz (but it will find cheap insurance)
The start page will allow user to enter his location or zip code… second page will display the list from cheapest to most expensive with a summary of the site and screenshot.
limited budget… chance of percentage lifetime revenue from site for coder.
