WordPress Post Expiration Script

I am currently using a WordPress post expiration script from the following website http://j3webworks.com/blog/wordpress-make-posts-expire-or-auto-delete
I need 2 modifications to the script, in order for it to function properly for MY site.
The changes are as follows:
1. Make an option for a post to NEVER expire
2. Make it so that any user except ADMIN cannot see the expiration menu, and set the default to 30 days for all users.
I’m willing to pay between $10-30, depending on a working demo, current reputation on scriptlance and any extra’s you may think of that would help my site.
