Need Complex Website And Programming

Person can place an ad automatically and it must be approved by the admin before it can be published. This should be done in a similar fashion that amazon does for its products. Ability of the member to change/alter his advertisement at any time.
Person should be able to view the lead/statistics of their ad.
I should have an admin panel where I can oversee the ads and add/delete if I need to. There should also be a time limit for the ads. For example I want a panel enables me to set the standard length of an ad for a month.
My customers and I will provide the content…i just need the design and programming structure.
Must have an existing rating to bid and be fluent in English.
