Photoshop Resize Image

Need to make the attached file to be an image size of 2 feet wide by 3 feet long. This should be done in photoshop and the image must be clear when looking at it in full size. I would also like a proof done and saved in a pdf file so that I can view it. DO NOT just resize it, it will not be clear!! I will pay $5.00 for this and need this done asap!
