Skype Mobile Web Based App

My name is Dustin Snider, I am a 15 year old web developer and Co-Founder & Lead Developer of Yazzem but have never build a app like what I want before. I am looking for a person to help me start a website that will provide a Mobile Web Based Skype client that can be used on phones that doesn’t have Skype app. I am looking for a long term partnership and long term employee.
